What is the purpose of a standard? A standard's purpose is to limit an incoming flow into a specified outflow.
So you mean it's more like a water valve? Yeah, though this water valve is always open and the pipes do not change so technically, it is a valve. What about a valve that only pass water? That is a standard. So I like to compare it more like magnet which only picks iron.
